Yes but these shells saw little to no use. Also, there was undoubtedly a version of the MGM-51 that traded away the penetrating warhead and just crammed it full of explosives, as Americans are wont to do. The reason America liked using the MGM-51 is because it has a large amount of chemical energy penetration and at the time of the M551 Sheridan's creation, the Russians were struggling to create tanks with enough chemical energy resistance to resist the MGM-51. But as I said, Americans are wont to cram sh*t full of explosives at one point or another, hence why I don't doubt the existence of a HE warhead MGM-51.
