It looks like a sound pack, from skimming the video and should be OK, as that is only cosmetic.

Sound packs are OK! If you have any doubts at all, or it causes you stress to think you might get banned, then you might not use any modifications. Looks fine to me regardless.

As long as the mod does not give the player an advantage over others then it should be fine. Audio mods are clear of this I think and most skin mods do. However, if you're using a skin mod that highlights modules then it's a big no-no because it gives an unfair advantage to the player who uses the mod.
