A tank with a high skill floor is one that's not easy to play intuitively, and may require multiple games, experimentation, and practice just to reach a level of competency.
Tanks that come to mind are the ChiRi, SU-100M1, and T49. These aren't bad tanks, but new or unskilled players may have an extra hard time getting these tanks to work well due to their unique playstyles.
Some of the tanks listed above are decent tanks that are serviceable. Specifically, the STA-1, Type 61, and Pershing are great WN8 boosters as many players struggle with them, but to me, any tank with 10 degrees of gun depression, decent mobility and a good gun can be made to work.
As for tanks with a high skill floor - that can largely be broken down to good gun, bad armor. The Lorraine is a perfect example of a tank that has a high skill ceiling but is challenging for most. Others that come to mind are the Leo 1, Grille, Caernarvon (good armor when used correctly but applying the DPM can be challenging), and the T25/2. Granted, there are better tanks that do the same things as each of these, but they can each be very good tanks when used correctly.
Also, I don’t see the T49 as having a high skill ceiling as the gun is far too finicky. It’s more of a fun memeish tank than anything.
