So I started a clan today called P0RK and it has 30 members and 50.04% winrate. It’s not bad just our average tier is 3.2. How would I increase my members, winrate and average tier?

To increase your clan's average tier - have your clan members play in higher tiers.
To increase your clans average winrate - have your clan members win more often.
To increase your clan membership - improve clan win-rate and average tier - and continue to recruit.

I’ve noticed a strong lack of Spare Parts. Is that intended?
No, it is not. This problem will solve itself with time. Many players have several dozens of vehicles in their Garages, so they don’t have enough Spare Parts for the entire vehicle fleet. But you will gradually collect enough Spare Parts to unlock new slots for purchased tanks in time.

It seems like you are getting a lot of newer players joining. If that’s a problem, make it application only with requirements for applying.

Start a clan discord server, try to get your guys interacting, playing, learning, and possibly even dating each other. Encourage tooning with an emphasis on improvement.
If it burns when I pee, does that mean I wouldn't be a good fireman?
