I have a question about the blitz rules. The rules appear to prohibit the playing of other's accounts; but then go on to say that if this occurs Wargaming is not liable, instead the user is responsible. Is it true that no play of another user's account is permitted? If so, does this also prohibit shared accounts?

It is prohibited.  
  WG isn’t naive and the disclaimer is there so the account ‘owner’ is liable if something happens and the player tries to shift blame.  
 

Account share at own risk, the game logs IP and Mac addresses.

My son and I use the same ipad to play. We also use the same phone sometimes. We do log in and out, then use our own accounts. You say WG logs IP and Mac addresses, is this somehow going to get me banned?

There are tons of people sharing accounts, and they have been for years. You've got nothing to worry about unless you or your son are trying to do big important tournaments or stuff like that. Then they might pay a little more attention.

No, even though they can see that the IP and the device are the same, they keep enough other info to determine that they are 2 separate accounts or they may assume it is the same person playing alt accounts.

Playing two accounts isn't against the rules anymore, even if that was being done.

 

Account sharing when you see several different IP and MAC addresses, especially on tournament teams does make an issue though.

Wargaming "says" it is against the rules, for the same reason they print DO NOT EAT on the little silica packets you find in a pair of new shoes.

It's basic CYA, in case someone loans their account to a stranger on the Internet and suddenly finds themselves locked out of their account and all their tanks are gone.

 

In reality, my clan has been playing on each other's accounts for almost five years now, with zero issues.

I should add, OGRE is a family clan. We all know each other in real life and most of us are related in some way.
