No, it is not. This problem will solve itself with time. Many players have several dozens of vehicles in their Garages, so they don’t have enough Spare Parts for the entire vehicle fleet. But you will gradually collect enough Spare Parts to unlock new slots for purchased tanks in time.

They were treated poorly compared to the other miners (who were not treated fantastic to start with). Many towns shunned them and forced them to live in shanty towns on the outskirts of whatever town they were at. They also made up a good portion of the labor during the railroad construction. Lotta Chinese workers died blasting tunnels for both the railroads and in the mines. A ghost town by the name of Cerro Gordo has an entire stope in one of their mineshafts that’s collapsed trapping some 30 or so Chinese miners in there. The bodies were never recovered and remain there to this day.
