Turret armor drops but hull armor is better if I remember correctly.

I have never hit the front turret of a 103 with any of my Tier 7's.

Discounting the cupola, several tier VIIs have a chance of penning the 103's cheeks with AP (Panther, T-29, Tigers, JagdPanther, T-25 AT) and most can pen the cheeks with premium ammo. That's straight on, if it angles at all, it becomes easier to pen. I've always found it super soft and easy to damage, but if they wiggle and keep moving, it can be tougher since most weak spots are pretty small. It's definitely not a stationary hull down fortress like the T-29, T-34 and T-32 can be.
