Unfortunately, Jingles does not have a Blitz channel or guide that I'm aware of although we do review his videos in the forums.

8/18 - Added credit earning & visibility coefficients values of all vehicles in-game. Thanks to Mloomis2504 for bringing these to my attention.
Please also note, EU has a tank credit analyzer entry form that compiles all the info to maintain coefficient values up to date here
The more entries submitted, the more accurate the information is for credit earnings of all vehicles

what about equipment and consumables?
Particularly confusing is if ventilation only improves the skills when crew are trained 100% or if they improve view range and movement. Thanks

For that I refer you to the WG page for equipment & consumables (LINK HERE) as well as the Battle Mechanics page (LINK HERE)
1st lets answer your question: Vents improves your crew mastery regardless if your crew is at 100% or less. which is the %CREW you see in your garage when you've selected a tank. That Crew Mastery affects how well your crew drives that particular tank. Obviously, you want to be running with Vents and rations if you have not yet maxed out your crew in a particular tank. Even after you've reached 100% crew mastery, these will still help give you an edge in game over someone not running with these.
This taken from Cheez:
If you buy a tank and leave it at 50% or 75% Crew Mastery, you can tap the Crew Mastery button in the garage and see exactly what tank stats would improve as your Crew Mastery increases to 100%. Those exact same stats are the ones that are helped by Vents (and the rations/cola/etc. consumable).
And to answer your unasked follow-up questions:
1) Yes, Vents and Rations/Cola/etc. will stack their effects
2) Yes, both will still improve the tank when Crew Mastery is at 100%
3) No, just because Vents give a 5% boost to Crew Mastery does not mean that the tank characteristics like Rate of Fire get a 5% boost. Due to the way the game calculates how Crew Stats affect Tank Stats, it really works out to be around a 2.5% increase to the tank characteristics.
Vents & rations improve everything related with your crew mastery. Soft stats which aren't currently listed in WOTB are recon & situational awareness which increase view skill from the Commander and Radio Operator as well as off-road driving which increases traverse and reduces terrain resistance improving your acceleration and movement for the Driver. Clutch braking is listed as TD skill you can train additionally with more coming according to WG sources. That's why when your crew gets knocked out you'll see a noticeable effect on the tanks performance, think of the driver getting killed. All of a sudden, your movement and traverse are drastically impaired.
