Are there any cases were we can mod graphics? Like download HD models? Or put tracers on rounds?

In the example of the two new players 1v1-ing, if one of them has a custom camo and the other has just started, won't the camo give a slight advantage to the first person because it helps keep them hidden?

No.  Custom camo only shows up on YOUR device, because that's where you put the files.  The other players in the game don't see anything you've modded on YOUR device.

People playing blitz for the first time wouldn't know how to use a hit skin mod anyways lol.

How can WG tell someone's using a hitskin mod?  How can you report it if you can't tell yourself?

If they're dumb enough to livestream it, you can tell pretty easily.

On a separate but related note, I saw a popular Live Streamer with some super cool skins for his Dracula that made the tank look more like a modern British tank (or something like it).  My question is: the design of the tank is totally different than the sleek Dracula, so if you're trying to hide behind a rock or some cover and your skin is sticking out, can it get shot if the Dracula's tank body isn't as wide, etc.?

 

And vice versa, if you use a smaller skin on a tank like the E100 - would that assist your ability to hide from being shot?  I'm assuming not since they will see the E100 body, but I don't know about these things.

No, it won't help you hide from shots.  Server-side, your E100 is still as big as ever.  It's only on *your device* that it looks smaller.  It still looks like an E100 to everyone else in the game.

 

Hell, replace your E100 skin with an MS-1 skin.  Won't help you at all.
