With Consumables, Equipment, and Provisions, I always try to max out my DPM. Take my IS-6 for example.
Consumables: Adrenaline (+20% reload), Multipurpose Kit, Repair Kit
Provisions: Condensed Milk (+3%), Extra Combat Rations (+10%), Improved Fuel
Ammunition: 14 AP, 12 APCR, 4 HE
Equipment: Large Caliber Gun Rammer, Improved Ventilation Class 3 (+5%), Vertical Stabilizer Mk 2
Crew: All premium tanks come with 100% Crew and Modules
All the underlined consumables/provisions/equipment/crew are going to improve my damage per minute. I included my entire setup to satisfy anyone that was interested. The Condensed Milk, Extra Combat Rations, and Improved Ventilation give a combined 18% to all crew skills. Now, let's take a look at the reload time difference it makes as an example.
A stock IS-6 has 4.98 rounds per minute.
60/4.98=12.0481928, and we round that to 12.05.
Now, add on the Rammer, Vents, and Improved Combat Rations (10%) and I end up with a 10.7 second reload time.
60/10.7=5.60747664, and we round that to 5.61 rate of fire. This is a .64 increase in rate of fire, and this is huge for a tier 8 tank.
5.61x400=2,244 damage per minute!
By comparison, a stock IS-6: 4.98x400=1,992 damage per minute!
2,244/1,992=1.12650602, rounding that to 1.1265.
With my load out above, I can increase my damage per minute by 12.65%! 5.61 rounds per minute is better than M103's 5.36, and it's nearing the Conqueror at 5.71.
As I see it, the best load out is the one that improves the rate of fire, which means you can fire the gun more and have a better chance of winning 1 v 1 duels when you're isolated (some situations like this can happen, and it's really helpful when you're at the end of the game versus multiple enemies.) I suggest you all try my set up, as it will improve your combat effectiveness. Vents and Rammer only take 2 slots, so if your tank has a module weakness such as ammo racks on Soviet mediums, install a wet ammo rack (I have one with T-44, T-54, Obj 140, and soon T-62A). If not, use vertical stabilizer to improve overall gun handling.
As a last note, by activating adrenaline on an IS-6, you would end up with 20% more damage per minute for 15 seconds.
1.2x5.61=6.732 rounds per minute! That is better than T110E5 at 6.00, and nearing FV215b at 6.90. For 15 seconds, you will have 2692.8 damage per minute. That is insane for a tier 8 tank.
As a fun fact, the IS-6 has a D-30 gun, which is a D-25T with a rammer. By installing a Large Caliber Gun Rammer in Equipment, you're effectively using 2 rammers on 1 gun.
