The thing is, is that the PC (pre-nerf) Type-59 was OP, mind you not intentionally, the tier VIII bracket got saturated with them and WG had to do emergency damage control to keep the Type 59 spam under control.
Here, however, they've had a chance to make the tank balanced (and it is, it's a shadow of what its PC counterpart was). WG doesn't want to keep the user base of the vehicle low, no more than they'd want to keep the IS-6 userbase low. The reason it's so expensive is because WG think they can sell a not-so-OP tank on hype and reputation alone. It has nothing to do with keeping it exclusive, it's all about profit.
Unfortunately for WG, they're not doing so well with it. Like what was mentioned above, even the T34 1776, a tank with far far less hype, has sold a little under 4x more. Now, WoTBstars only takes into account those registered into the database via searching, but it still serves as an ample sample size, and comparing the number of T34 1776's [1106] to Type 59s [304] (two tier VIII tanks that have been exclusive offers and haven't been sold since), you can see that the price point is really hurting sales.
That's why WG is putting up this "Testimonial" post in the news feed. It's just not selling.
