Well, with Summer, Desert, and Winter Camouflages there is a "Universal" Camo, as you may have noticed. I purchased one for the Summer slot but it doesn't appear on other climate maps such as Desert and Winter. If it is true, why is it universal, if I still need to buy it for each climate map? I mind as well buy a standard camouflage of each climate.

Universal as in it can be applied in any of the three slots, and it is available across all nations.
