2) wait, the items may take up to 24hrs to receive in your account.

yea not sure. I just remember reading stories of parents trying to get reimbursed for their kids in-app purchases having to go through apple and not the developers.

Correct, Apple is the seller of everything in the AppStore, even IAPs, so they are the ones to go to for a refund. If he wants the gold, etc. he was charged for he should contact Wargaming support. If he wants his money refunded, he should contact Apple.
