Chat Server probably down. Nothing to do with upgrade, as I upgraded both yesterday and have used chat since then.

Try rebooting game then rebooting device if not send a tech ticket. Your not alone and please don't make double threads.

Try hard restart. Redownload game. Restart game. If not send ticket to customer support.
