Making Purchases in Windows 10 format and they lock out

I have made 3 purchases in the game, yet I get a lock out telling me that the "Purchase is on its way".  Can we get a refund until this is fixed?

Just wait a bit. Try to re-login after waiting. The purchase is just being processed through the system. If it still doesn't work, get a ticket.

I have waited 4 hours with re-logging about 4 times.

That sounds odd.  I've been making my purchase through windows 10 as it's a bit less money up here in Canada than purchasing it through Google.  I've gotten my loot within a few seconds each time.
