Early in the match, I stop and empty a clip in them, but only if the enemy isn't looking at me. You can't really trade shots with anything in the A20, so play conservatively early. Once you're spotted, find cover and reset camo. If the enemy comes for you, use your superior speed to run & relocate (I carry the speed boost just for that).
I generally don't try to shoot on the run until late in the round, or if your enemy is isolated and I'm in a safe spot from the rest of the team. Then I turn on AA and CoD him -- few tanks stand a chance in that situation. To try to do so early in the match begs someone else to turn and instapop you.
There's also a skill that helps with your accuracy when shooting on the run, but I've found the difference only marginal.
