First off, the scenario is hard to invision without pictures, so im going out on a limb.
If ANY part of your gun is under the water, you can not shoot. You can be in the water and be fine (safe from drowning), but tanks with good gun depression, or in your case just pointing vertical, can be unable to shoot. (trust me, I tested this in STB when the windows 10 water graphics made me pass out) What could have happened, is your gun registered THROUGH the Jags engine, and the tip of the muzzle was just touching the water, based off of the above tests, you can not fire. The enemy Jag however was standing in the water, with the gun pointing up at you. His gun was in the clear and ready to blast, which it evidently did.
Basically your vehicle wasnt submerged, it was just sitting on top of the enemy jag, with your gun going through him, so the orange circle of despair didnt show up. When it says submerged, it was referring to the gun.
How you managed to pull this off, I have no clue. It is quite a random stab in the dark, but based on the rather limited description, and what I saw in my STB 1 on those sexy water graphics, It is my final conclusion
