The windows price is always in the currency that your computers' region is set to.

Windows will always charge the appropriate tax for the region that the computer is set to.  Prices displayed in the windows store are exclusive of tax.  Android and Apple usually get away without paying taxes in whatever jurisdiction they are in ...

Well, I just tried purchasing the $98.19 bundle again and it worked. I checked my transaction history through my bank and can confirm I was charged $98.19.

 

I have no idea why it worked this time, and still no idea why there's such a big difference between pricing. I'm just glad I stuck with buying the Windows 10 version's bundle, saving me ~$30.
