Tournament “Qualification: Mobile Masters Las Vegas”

The Teams applying for participation in the Finals of the Mobile Masters Las Vegas 2017 Tournament shall consist of Players representing United States of America.

In case the 1st place at the Online Finals stage in each group in the Tournament is taken by Teams not representing United States of America, invitation to Mobile Masters Las Vegas 2017 shall pass to the following Teams, and this shall be repeated until 4 Teams are determined in each group whose Players live in United States of America. To confirm the geography of the Team Players/ issue invitations to Mobile Masters Las Vegas 2017, the Tournament Organizer shall reserve the right to at any moment request the relevant documents.

 

The information on the finalist Teams, including the Players’ sizes to produce the T-shirts for participation in the event, shall be provided before September 28, 2017.

 

► Registration: September 18, 08:00 (UTC -7) to September 22, 08:00 (UTC -7)

► Conduct: September 22 to September 23.

► Start of the Matches: September 22, 20:00 (UTC -7)

► Team size: 7 first-string Players and up to 2 second-string Players. In the Battle, at least 5 Players shall participate.

 

Note: 4 Teams (TOP-1 per Online Finals group shall compete at the Offline Tournament held at the Mobile Masters Las Vegas 2017. To participate in the Tournament, 7 Players per team shall be selected. The Team Captain shall independently determine the Players representing the Team at Mobile Masters Las Vegas 2017.

Qualification (September 22, Bo3)

 

• Single elimination: 64 Teams, 8 Teams per group. Format: Bo3 (best of three). At the main stage, the Battles shall be held within one day. TOP-2 Teams per group shall pass to the next stage.

 

Maps and schedule of the Matches:

 

• ¼, September 22, 20:00 (UTC -7). Maps: "Castilla" and "Middleburg". Two Battles shall be played on one map with respawn changed, then the next map shall be used.
• ½, September 22, 20:30 (UTC -7). Maps: “Desert Sands” and “Dead Rail”. Two Battles shall be played on one map with respawn changed, then the next map shall be used.
• Finals, September 22, 21:00 (UTC -7). Maps: "Middleburg" and "Fort Despair". Two Battles shall be played on one map with respawn changed, then the next map shall be used.

 

Online Finals (September 23, Bo3 / Grand Finals – Bo5)

 

• Double elimination: 16 Teams, 4 Teams per group (4 groups). Format: Bo3 (best of three), Grand Finals – Bo5. The Battles shall be in the top and bottom draw. A Team winning a Match in the top draw shall advance in the draw. A Team losing a Match in the top draw shall move to the bottom draw. A Team losing a match in the bottom draw shall leave the Tournament. TOP-1 Team per group shall be invited to participate in Offline Tournament “Mobile Masters Las Vegas” in the framework of Mobile Masters Las Vegas 2017.

1^st place in each group: 600,000  game credits to each Player

2^nd place in each group: 400,000  game credits to each Player

5^th to 8^th place in each group: 5 special boosters to the Crew experience and 5 special boosters to the Combat experience of each Player

 

Online Finals

 

1^st place in each group. Main prize: travel of the Team to Offline Tournament “Mobile Masters Las Vegas” in the framework of Mobile Masters Las Vegas 2017. 3,000  game gold, 8,000,000  credits, 20 special boosters to the battle experience, crew experience and free experience, and 15,000  parts equipment to each Player

2^nd place in each group: 2,200  game gold, 5,000,000  credits, 15 special boosters to the battle experience, crew experience and free experience and 7,000  parts equipment to each Player

3^rd place in each group: 1,800  game gold, 4,000,000  credits, 10 special boosters to the battle experience, crew experience and free experience, and 3,000  parts equipment to each Player

4^th place in each group: 1,500  game gold, 2,500,000   credits, 5 special boosters to the battle experience, crew experience and free experience, and 3,000  parts equipment to each Player

1. General

These Rules placed on the official forum of “World of Tanks Blitz” are the official rules of tournaments held among the users of mobile mass multiuser online game “World of Tanks Blitz” registered in the North America cluster (region: North America).

 

1. Terms and definitions

1.1.1. Rules: rules provided in this document in compliance with that the Tournament is held, additional conditions for conduct of the Tournaments fixed in special regulations developed by the Organizer for certain Tournaments (hereinafter, the Regulations), and the User Agreement.

1.1.2. Captain, or Team Captain: a Team Player representing at the Tournament interests of the other Players of the Team and providing the Organizer the required information on the Team.

1.1.3. Team Slot: a position in a Team occupied by the Player.

1.1.4. Player: a Team member, including the Captain, declared by the Captain for participation in the Tournament.

1.1.5. Team: a group of Players headed by a Captain taking part in the competition declared for participation in the Tournament.

1.1.6. Judge, or Match Judge: a person appointed by the Tournament Organizer to control the compliance with the Rules by the Players during the Tournament.

1.1.7. Game: mobile multiuser online game “World of Tanks Blitz”.

1.1.8. Match: a series of one or more Battles, depending on the competition stage, according to the results of that the winner is determined.

1.1.9. Battle: competition between the Teams on one of the maps from the official list of maps of the Tournament for either capture of the base or destruction of all tanks of the enemy within the set time.

1.1.10. Respawn: a place on the map where the Team tanks are at the beginning of the Battle.

1.1.11. Roster: all Game property used in the Battles declared before the Match.

1.1.12. Match Setup: a combination of a Team’s vehicles used in the Match fixed in the Regulations.

1.1.13. Organizer, or Tournament Organizer: Wargaming Group Limited, legal address: 105, Agion Omologiton Avenue, Nicosia 1080, Cyprus.

1.1.14. Tournament: competition among the Teams in the Game held by the Organizer in compliance with these Rules.

 

1.2. Scope of the Rules

1.2.1. By participation in this Tournament, each Player shall confirm adoption and full agreement with provisions of these Rules, as well as compliance with them during the Tournament. In case the Player does not agree to the Rules or their modifications, the relevant Player shall cease participation in the Tournament.

 

1.3. Modification of the Rules

1.3.1. The Tournament Organizer shall reserve the right to modify the Rules at any moment. In case the Player continues participation in the Tournament after receipt of the modification notification, the Player shall comply with the modifications. The modifications shall be valid and applied to the Player’s participation in the Tournament from the first day of the Tournament.

 

1.4. Requirements for the Players and Teams

1.4.1. A Team shall consist of the minimum number of first-string Players fixed in the Regulations. However, the Captain may complete the Team with the number of second-string Players fixed in the Regulations. In the Tournament, the Players selected by the Team Captain shall participate.

1.4.2 A Team shall have one and the same name throughout the Tournament.

1.4.3. All the Players shall meet the following requirements:

• In the Tournament, any Team may be registered the Players of that are of the same clan in the region of North America. The number of Teams representing one clan shall be unlimited.
• The Tournament Players shall avoid actions damaging the reputation of the Tournament, Players, Teams, Organizer and other persons and organizations associated with the Tournament.
• To participate in the Tournament, a Player shall be included in one Team only.
• A Player may not participate in two competitions held at the same time using one account.

1.4.4. In the Tournament, Players of legal age in the state or residence shall participate. In case a Player is under the legal age, he/she may participate in the Tournament under the condition his/her parents or guardians give consent to his/her participation in the Tournament as stated in the Rules. Persons under 16 may not participate in the Tournament.

1.4.5. The Organizer may at any moment request the above consent of the Player’s legal representatives. In case a person applying for participation in the Tournament or a Player earlier permitted to take part in the Tournament free of provision of the consent fails to provide the relevant document at the Organizer’s request, the Organizer may not authorize this person to participate in the Tournament or disqualify him/her, as well as not consider his/her performance when the Tournament results are determined, unless the Organizer is provided the document before the period of the Tournament expires.

1.4.6. In the Tournament, there shall not participate persons directly or indirectly associated with the organization of the Tournament (such as, without being limited to, employees of the Organizer or its affiliates), unless the Regulations expressly fix otherwise.

1.4.7. The Players shall be registered in the Game in the region of North America.

1.4.8. The Teams applying for participation in Tournament “Mobile Masters Las Vegas” at Mobile Masters Las Vegas 2017 shall consist of players representing the United States of America.

1.5. Prize fund

1.5.1. The prize fund for the Players of the Team determined a winner of the Tournament shall include in-game values accrued on the relevant accounts in the Game as fixed in the Regulations by the Organizer. The amount of this fund is set as stated in the Regulations.. In case the prize is the in-game currency (gold), the total amount of the prize fixed in the Regulations shall be equally distributed among the Players. The prize shall be accrued by the Organizer within seven days from the moment of announcement of the Tournament results.

 

1.6. Player Information

1.6.1. Any information on the Players provided to the Organizer in the framework of participation in the Tournament (the Player Information) shall be used for participation of the Player in the Tournament, including prizing, in case the Player is determined a winner of the Tournament, and is in compliance with the Rules. Besides, each Player shall agree that the Player Information may be disclosed to third parties under the applicable laws. Each Player shall confirm that he/she shall provide the Organizer his or her personal data and data of third parties (including the name, surname, copies of identification documents and identification number) at the Organizer’s request only. We shall by default delete any personal data provided by the Players unilaterally. The Tournament Organizer may disqualify the Players for provision of false or incomplete information.

2. Tournament Procedure

 

2.1. Code of Conduct of the Players

2.1.1. Code of Conduct

The Players shall comply with the general Code of Conduct. For non-compliance with the below provisions, sanctions up to disqualification of the Team shall be applied.

2.1.2. Insult

Any form of insult of the Players, Teams and/or Organizer of the Tournament or its employees is prohibited.

2.1.3. Spam

Excessive placement of senseless or aggressive messages is prohibited.

2.1.4. Unsportsmanlike behavior

The Players shall comply with the fair play principles and sports spirit of the competitions. Any activity of the Player not compliant with these principles shall be recognized unsportsmanlike behavior.

2.1.5. Non-compliance with the Game Rules

Non-compliance with the Game Rules or other User Agreement provisions is prohibited.

2.1.6. Misrepresentation

Deliberate misrepresentation of the Tournament Organizer and/or other Players using knowingly false information is prohibited.

2.1.7. Unfair play

Unfair play methods are prohibited.

2.1.8. Use of different Players’ accounts

Participation in the Matches using accounts registered for different Players is prohibited.

2.1.9. Hacking/cheating

Any modification of the game client to get an advantage in the Game is prohibited.

2.1.10. Secret deal

Any arrangement between the Players/Teams to get an advantage in the Game is prohibited. Secret deals shall imply, without being limited to:

• deals or any form of arrangement regarding the results or scoring of the Match;
• intentional passive playing or intentional sabotage of the Team’s actions to achieve the desirable result of the Match; and
• participation in the Tournament using different Players’ accounts.

2.1.11. Game bugs/failures

Intentional use of any faults (bugs) or failures to get an advantage in the Game is prohibited.

2.1.12. Disqualification and terms of sanctions

The above non-compliance cases shall be assessed by the Tournament Organizer. The Tournament Organizer may disqualify Players/Teams for non-compliance with the Rules.

Disqualification and other sanctions may be applied at any moment, even when the non-compliance is revealed later than it is committed.

 

2.2. Technical means prohibited

2.2.1. Results of Players achieved using special technical or software means, excluding the ones accepted by the Organizer according to the User Agreement, as well results achieved by cheating shall not be recognized by the Organizer/ considered by the Organizer to determine the winners of the Tournament. In addition, the Organizer may disqualify the Players/Teams for the above.

2.3. Match settings

2.3.1. The base capture time shall depend on the number of tanks in the capture range and be 100, 79, 69, 63, 58, 55 or 52 seconds for all the maps in the Encounter Battle mode. In the Supremacy mode, the base capture time shall depend on the number of tanks in the capture range (with maximum 3 tanks influencing the capture) and be 15 seconds for all the maps. Two tanks in the capture range speed the capture two times, and three tanks in the capture range speed the capture three times.

2.3.2. Platform: automatic system for holding Battles.

2.3.3. The room for holding the Matches shall be arranged automatically 5 minutes prior to the beginning of the first Battle. All the Players in the Match will be sent personal invitations displayed in tab "Notifications". The Players included in the starting Team in the Battle shall be selected by the Captain.

 

2.4. Determination of the winner Team in a draw

2.4.1. In case the Battle time expires but the base is not captured, the Battle in the Encounter Battle mode shall be won by the Team that destroys more vehicles of the enemy, and when the number of vehicles destroyed is the same, the winner shall be determined by the damage caused. In case both indicators are equal, the winner shall be selected automatically by the tournament system.

2.4.2 Determination of the winner Team in a draw in the Supremacy mode

2.4.3. In case the Battle time expires but the base is not captured, the winner in the Battle shall be determined as follows:

• The Team with the biggest number of points at the end of the Battle shall win.
• In case the Teams have the same number of points, the winner shall be determined by the damage caused.
• In case both indicators are equal, the winner shall be selected automatically by the tournament system.

 

2.5. Requirements for the Roster

2.5.1. The Teams may include tanks representing various nations.

2.5.2. Premium shells and consumables may be used.

2.5.3. All types of vehicles of levels listed in the Regulations governing a certain Tournament may participate.

2.5.4. In case a Team enters the Battle room partially and no second-string Players joint before the start of the Match, the Team shall begin the Battle partially.

2.5.5. The minimum number of Players participating in the Battle shall be the number stated in the Regulations governing a certain Tournament.

2.5.6. In case the minimum number of Players in the Team fixed in the Regulations governing a certain Tournament is not present for the Battle at the due time, the Team shall be recognized technically defeated. The Battles shall not be postponed for the Teams’ failure to participate for any reason.

2.5.7. In the Tournament, devices of the control type stated in the Regulations governing a certain Tournament included in the list of the Game system requirements shall be used.

 

2.6. Broadcasting of the Matches

2.6.1. To ensure broadcasting of the Matches, the Judge may add spectators of one or both Teams in any Match.

2.6.2. The Streamers shall be selected by the Organizer and at the Organizer’s discretion shall leave their clan for the period of Tournament.

2.6.3. The Streamers shall be by default included in the Teams.

2.6.4. The Streamers may inform the Judges on disputable situations by preparing for and holding of the Battle.

2.6.5. The broadcasting delay is 3 minutes.

 

2.7. Game server

2.7.1. The server used to hold the Games is North America.

 

2.8. Replay

2.8.1. In case of technical problems on part of the Game server, the Game may be replayed. Technical problems imply situations when the Team is/ Teams are not present in the room for the Tournament or the Game Served is unavailable for technical reasons.

 

2.9. Settlement of disputes

2.9.1. Complaints regarding non-compliance with the Rules shall be placed in the topic to discuss the Tournament in the Tournament Discussion section. Any message regarding non-compliance shall begin with “Complaint” and include the stage, time, name of the Team(s), screenshot(s) and/or brief description of the non-compliance. Complaints in form of personal messages placed in the forum or communicated using other channels shall not be considered.

2.9.2. The screenshots/videos fixing the suspected non-compliance shall be provided for consideration within 15 minutes after the Battle end. No screenshots/videos sent more than 15 minutes after the Battle end shall be considered.

2.9.3. In disputable situations, the decision shall be made by the Match Judge only. The Judge shall inform the Teams Captains on the decision made.

2.9.4. The decisions made in disputable situations by the Match Judge shall be final.

2.9.5. The Tournament Organizer may be addressed complaints regarding one and the same situation only once, except when new details are revealed. Repeated complaints (two times and more) regarding one and the same situation may be interpreted as an attempt to get an advantage in the Game and influence the Tournament Organizer’s decision made in the relevant disputable situation, which is non-compliance with the fair play principles fixed in the Rules. No repeated complaints regarding one and the same situation shall be considered.

 

2.10. Accounts

2.10.1. The Tournament Matches shall be using the Players’ personal accounts.

2.10.2. It is strictly prohibited:

• to transfer one’s account, including the login and password, to a different Player;
• to sell one’s account;
• to transfer one’s account to third parties; and
• to participate in the Battle using other Players’ accounts.

2.10.3. In case at least one Player does not comply with the above, the Team shall lose the right to continue its participation in the Tournament.

why is it 16? the offline is in the US, so why is there still an age restriction? a lot of blitz players are kids

Because our eSports starts with 16 years old This is not a childhood but at least teenagers. It's strange to make eSports events between kids.

Well why make 16? The best players are usually 16+ but there are a couple really good players under 16, one of them was on my list to go to Twister before it was announced to be 16+.

Thanks. Few more questions. What day is the deadline for the teams to be formed? And if we get to make out own teams like the first Twister, does everyone have to be in the same clan, or can we pick people outside of our clan?

Many of other games in eSports starts competitive playing since 16. It's an international best practice. People from 16 are not a child and may travel without parents (but with a confirmation from them), live on the hotels, fly on airplanes.

Till September 28 teams should provide all data for making logistics. We will pay for travel for 7 players (and for hotel).

Everyone need to be in the same clan.

This tournament (even offline part) doesn't conflict with Twister.
