I don't think so. I have a Teir 6 and all those lower have slots locks. If it's a bug I hope it fix it soon or I will uninstall the game as much as I would hate to.

A tier III gets (2) slots and a tier IV (1) slot provisions but yet has to fight tier V’s... bonuses are available for all tier levels. (2) separate ques on Matching not in place- vehicle matching is [edited]as one of my guys just reported his team had 6 TD’s while enemy team had (4) meds.. and player records still in low numbers! Then lower tiers are all being fitted with speed enhancers with the main needs of provisions locked back. You all are straight up idiottts wargaming.... blatant idiottts.!! Won’t repair the problem just aggravate the player base with some locking system like you all did with 3.8 wreckdate now 5.1 rig date.!

1. Fix your glitches on sights - recticles jump off target when another vehicle travels between your vehicle and a sighted target, it follows what’s moving!  
2. Separate ques for player base - Intermediate and Veteran.! Do it get it done no more excuses!
3. Listen to your players! A lot of us aren’t new and win rates are a plathora of [edited]thanks to non players and wargaming sales without considerations of what it does to teams! Don’t make excuses. It’s disgusting
4. Fix ammo bouncing when ping is between 42-60... invest in some servers. You’re bouncing and ghost shells are another visible form of incompetence- something you can’t hide.!
5. NEW PLAYERS 1000 BATTLES PER TIER BEFORE ELIGIBLE TO LURCH INTO NEXT TIER VEHICLE, STOP WALLET MONGERING!
6. Repair your daily crates- buy 3 at 65k credits but get maybe 50k-60k when it opens ...( so you lose -5k) for that crate...Math says so and this is gambling which is illegal in several US States in any form. Not every where is California , better learn it!
7. Lag in game when ping is normal and especially when attacking an opponent! It’s not rigged .. nah, of course not.! Yeah
8. REMOVE RATED BATTLES FROM SYSTEM! YOU WRECKED IT WITH NOOOB BUY INS!

11. Credit losses in higher tiers vehicles with kills- damages- wins lives or dies doesn’t matter is extreme irregardless of how you penalize cost for grinding up tiers and earning them.. why bother?
12. REMOVE YOUR FAKE (NON) MILITARY (DIS) HONOR SYSTEM.! DONT EVEN USE THE TERM “MILITARY HONOR” this is not the place to use that term... it equals a repugnant feel as seeing those commit “STOLEN VALOR” practices. It’s disgusting! Permitting someone to continue to be on when they have over -400 downvotes and letting them remain...yeah .. HONOR... riiiight.!
Get 3 kills in a moderately armored TD ( Wolverine-1889 damages - 3 kills- top of team list ), get (3) downvotes because idiottts don’t know vehicle roles! Saying each vote is evaluated ..LIES!!!
13. Missions for camo designs outdated.! Verdun Forest long over played when it can be bought for credits! Update missions.
14. Separate optics from camo in the same equipments block. Should never be a choice!
15. Install an auto translator to help teams with foreign players that says “ No engisssssss” FIX IT WOTB! I speak (2) languages and don’t feel empathy for ignorance. Get my drift WOTB.?
16. Have optics work as advertised when installed WOTB - Wargaming- game techs- incomletence is reaking out there in that area too.!
17. Quit asking outrageous prices on vehicles, they only work when you all want em to.
18. Make tournament notifications an option to turn off. Not interested
19. When offers on a limited time purchase is offered make a decline option / delete option so it doesn’t sit in the garage for 24-48 hours! NO MEANS NO... LEARN THAT TOO!
20. Have ammo do damages as advertised and quit showing 20/15/ 12 as an example on the report! It’s constant that ammo hitting kill spots is not registering! Not riggged ... Yeah... RIIIIIGHT...

no kpfpz 70 buff in 5.1 what a shame, well ill take my leave, people take it easy see you when the updates dont put things like "removing tanks from game just to make it noob/new player friendly" or "now some removed tanks from tech trees will be prems sold for gold" or inexistent buffs, but anyway cheers and happy tanking, new/noob players i hope you can now count to 10 cause of this update.

Sorry, I don't know if I'm in the minority, but I am STRONGLY opposed to the new limitations to vehicles level 1-2. I have been driving a T-26 for a while now, and reducing it Consumables to only 1 item is ABSURD!!!  NOT OK!  You may haver posted this somewhere, but IMHO it's not OK to remove long-standing functionality to vehicles. Period.
