Some of my clanmates and friends I know of generally run 20% HEAT, 80% HE.
I've reached a point in my life where I've decided I'm not old. I'm actually 20, but with shipping and handling!

With low RoF and meh pen combined with tinfoil armor? Will it really matter? 
I run 50/50 just because you never know what will be on red. And the odds of burning through, let alone needing, more than 8 of any specific ammo type are pretty darn slim.
The point of the game is to win. The purpose of the game is to have fun. They are not mutually exclusive.

HE - expensive - use on full health sp1c or light armored tanks - very few
HEAT - need that pen

no it can still over 2000 damage but other times you do no damage at all because of the troll pen on the HEAT what it needs to be a more reliable tank is some AP
