Completed phase 1 yesterday was suppose to reset. Don't see it. Russia is done. where is France? Maybe they stayed true to chartacter and bailed.

It doesn’t reset as soon as your finish. Each nation is a mini-event and has a duration of time that it lasts. France has started now, and after it’s time duration ends, the next nation will start.

No, it is not. This problem will solve itself with time. Many players have several dozens of vehicles in their Garages, so they don’t have enough Spare Parts for the entire vehicle fleet. But you will gradually collect enough Spare Parts to unlock new slots for purchased tanks in time.
