it was more a failing of the German intelligence service, and a broader failing in this particular category of gathering information.

 

German scouts were rather insufficient, according to German generals, a lack of patience. When matched up against highly capable Soviet deception techniques, there was little warning before a Soviet attack, aside from quite possibly being obliterated under a thick artillery barrage.

Those are Goliath tracked mines - unmanned self propelled bombs and they were pretty effective against tanks and fortifications.
