It's a good idea to check this, and thanks for summarizing in a video.  One thing to watch for in tests like this is that I found in the past (back when training rooms were first introduced) that the spawn point would randomly change.  A medium tank would always spawn in the medium area and a heavy in the heavy area, but the exact positions could vary.  I'm not sure if that still happens in current patches.

It is still the same, the types of tanks will spawn in the same area but different locations within that area. For my tests i did the timing from the same exact spot, was frustrating at times!

 

My theory is that since the light tanks reach top speed quicker than the heavies without equipment and boost they just dont get as much benifit. In my tests the heavy was going up a steeper hill than lights, might be interesting to see how the lights benifit with everything added going up a steeper hill.
