Strongest against Weakest Tournament principle?

title says it all, can someone with tournament expirence explain it to me?

I thought all tournaments were divided into groups by win rate. Is this not still true?

Principle is used in (I think) all major tournaments in blitz. For all minor tournament so far, as raik said, groups are determined by each team's WR - each group has teams of about the same WR.

1st round group. I think groups are randomly chosen but not completely sure. Highest WR teams are placed against the lowest WR teams. After the first round is over, placement depends on where your team is ranked.

Ex: 1st place = strongest

      2nd = 2nd strongest

Ect etc. 

Then, groups are chosen again, using the same principle. 1st place of a group from 1st round will never be matched against another 1st place team, nor 2nd placed team.
